Historical setting
There have not been any serious claims that Roman was written from someone else then Paul, as it is written in Romans 1:1.
The information in Rom 15:25 that Paul was about to go on a visit to Jerusalem, goes together with the larger picture in Acts of a final visit to Jerusalem. This points to a date in the mid-50s that Roman is written. Many scholars believe that Paul wrote the letter when he spent three months Corinth (Acts 20:3). He was preoccupied with the collection for Jerusalem but took time during this period to write a lengthy letter to Rome. Paul planned to visit the church of Rom (15:24), and the letter was written to prepare his way. He had not established the church in Rome, so he addresses the Christian there with considerably diplomacy. The letter is full of quotations from the Old Testament. One reason for the many quotations could be the scriptures authority concerning the debate of Jews and Gentiles. The letter to the Romans is the most systematic of all Paul´s letters in its presentation of his theology.
